Trondheim: Haakon VII Street
Multi-stakeholder co-creating public space
About
Haakon VII Street
ULL Trondheim aims to transfer Haakon VII Street (H7) from a car-based street and parking lots into people-centred urban spaces via engaging and empowering the citizens in this co-creation process.
Co-developing (phase 1): a common vision toward a sustainable, multifunctional and compact 15mC district with low CO2 emissions with different stakeholders including Trondheim municipality (TK), property owners (KLP) and developers (Frost Eiendom), business owners (City Lade) and local communities (OBOS)
Co-designing (phase 2): via the facilitation of NTNU students and on-site AR tools the key stakeholders will be invited to co-design a common development concept, especially concerning the creation of attractive and accessible urban space, crossing the borders of private and public ownership.
Co-placemaking (phase 3): the stakeholders and NTNU students will implement some demonstration pilots of people-centred public spaces in H7.
Co-reflecting and co-evaluating (phase 4) general approaches including AR-supported multi-stakeholder co-design method ofpeople-centred placemaking, gained via ULL H7, will be tested in other ULLs and then shared with other cities.
Co-creation process

The Common Vision of People-centred 15mC
NTNU together with TK, aligning with NTNU Architecture course AAR 4366, will map the existing environment and behaviours such as walking patterns and the popular public places. NTNU and TK will also approach different stakeholders to collect their thoughts on the current street environment, their preferences and dislikes and invite them to envisage changes. Which will be further developed into a common vision.

Concept Development for People-centred 15mC
Ideas for change will be developed through co-creation workshops including 1st ENACT 15mC ULL joint workshop in H7, most of which will involve all stakeholder participants but some of which will be convened for distinct groups to enable fewer constraints on brainstorming activities.

Demonstration pilots for People-centred 15mC
Specific ideas for change will be further developed and launched for evaluation in conjunction with students at NTNU. It is anticipated that a majority of the representations will be developed for viewing and public evaluation through on-site VR and AR technologies, but that there will also be opportunities for physical implementation.

General Approaches for People-centred 15mC
The research team at NTNU including 3 principle project investigators, several master thesis projects, and a potential PhD candidate (in-kind funding) will document the 3-phased innovation process and will refine a general guideline of making people-centred 15mC. That will be validated in the other 3 ULLs of the project. And the modified guideline will be shared with national network (i.e. DoGA) and EU arena (i.e. mission cities network, DUT, and the European Network of Urban Living Labs)
ULL Activities
ULL Trondheim will host a group of co-creation workshops and multi-stekaeholder placemaking sessions.
